The Public Sector Conducive Ecosystem, or EKSA, is an effort to strengthen public sector services in the country by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU).  EKSA was first introduced in 2014, a continuation and rebranding of the Public Sector 5S Practice to highlight a more conducive and relevant work environment and culture with the progress and development of the public sector in Malaysia.

The initiative introduced by MAMPU is an improvement in the implementation of 5S Practices and this move is in line with efforts to strengthen the culture of high-performing and innovative organizations among public sector agencies that will be the practice of all public sector agencies. It should also be understood that EKSA is not to replace the 5S practices practiced earlier but EKSA is to strengthen the 5S Practice with an emphasis on a conducive environment and teamwork spirit that brings corporate image and professionalism. This branding also involves the auditing method used as the previous concept of & one size fits all; was seen as less accurate to meet the needs of all government agencies.

In particular, this rebranding has injected teamwork to highlight the image of the public sector that is more concerned with professionalism and Universiti Putra Malaysia (UPM) has translated it into its objective which is; Improving corporate image Invigorating creativity and innovation activities Promote green sustainability practices Creating a conducive environment Increase team spirit Cultivate a responsible attitude Adopting continuous improvement Universiti Putra Malaysia (UPM) said in its commitment statement that & quot; We UPM employees are committed to adopting a high-performance organizational culture through the provision of a conducive working environment and an innovative and creative work culture based on green practices & quot;. This commitment statement is seen in line with UPM's position which has been placed in the best position in Malaysia in the Green Metric UI and in line with the Vice-Chancellor's Aspiration 2022, the seventh aspiration of maintaining UPM's reputation as the most sustainable University.

With the mission of performing tasks efficiently, effectively and productively, creating the best work culture and governance and building a culture and values of excellent cooperation, UPM is among the public universities in Malaysia that empower EKSA to improve the quality and productivity of services with a conducive workplace environment. Expressing high commitment through vision and mission, the Centre for Responsibility (PTJ), UPM Alumni Relations Centre (ARCUPM) is committed to the practice of EKSA when starting February 2022, the EKSA kick-off was launched live.
